Imbue Question

I was asking my friend what the best lvl to imbue my martel was and he said at lvl 39 somewhere around there because that is when the dmg mods kick in or something and good mods but then as you get a higher lvl more mods are made as u lvl and u dont get as good results, is this true? I imbued 2 martels with my lvl 82 barb and got crappy results.
