But that's actually considered mutilation since, from what I've ever heard, a female circumcision is a removal of the clitoris.

Yep. It is done in several African countries when the girls have their first period. It is done in front of the whole town and the girl is awake for it. They believe the woman should not feel sexual pleasure during intercourse.
