I don't play on Burning Legion, but I've got a tip for you for finding people to group with Penny that will probably be very useful to you. I only found out about it recently.
I'm not sure if this is a Cosmos only thing or not, so you might want to get it anyway(it's nifty). You can get it at

When you're in game and want to find someone to group with, you can type /who and find a list of people around your level(for me at level 16 it shows me people levels 13-19 located where I'm at).
I don't really care for that range of levels though, because at low levels, a level 13 person and a level 16 person most likely wont be on the same quests, nor will a level 19 person and a level 16 person. I usually specify myself which levels of people I want to find.
So let's say you're in Durotar and you are level 11. Most likely at level 11 the only people you are gonna want to group with are level 10-12 people. So your search would be : /who 10-12 Durotar
Also, you can search by guild, and find all of the members of a certain guild, for example, Vollstrecker's guild, which I don't know the name of. All you would do here is: /who (nameofguildnotinparenthesis)
I believe you can also search for people by race and class. It's a really nifty feature so play around with it.
Sorry that this is off topic, I figured he was doing this to find people to play with, and this is a good method of doing so.
