Well, for this particualar one. They implied that there will be battlegrounds suitable for lower level players; I would suspect that the rewards for participating would depend on the deviation between your level and the target level for the zone.
I hope they have multiple high level battlegrounds, with different rewards.
After a while, people are going to be high level, and the queue to get in will be INSANE.
