I think gear will depend on how effective the fireball vs FoH is to be. The guide I linked to has the goal of maxing damage and I think you might find some of the suggestions helpful especially in things people normally dont think about in a pvp paladin build like moonfall (adding an 11pt synergy to the fireball), ormus robes (with proper mods to both FoH and Fireball) and Dragonscale. Granted using all the gear mentioned in that guide will make you too slow probably so you'll need to determine a happy medium in there somewhere and tinker a bit.
