Can meph drop a valor?

Is it possible for meph to drop valor? Because a while ago mephbot found one for me...

Before you say that he cant, take a look at the fact that im 100% sure Gladiators Bane can drop from meph, and it has the same ilvl as valor...

Of course it doesnt make sense...if this is true, them meph should be able to very rarely drop a wf or gf...which ive never seen anyone get those from meph...

Could there be some bug that allows him to drop ilvl 85 armors then?

Look at the treasure classes: it's always been possible for meph to drop a valor because it's in his highest treasure class (TC78). It doesn't matter that wf and gf have the same qlvl(85), they're in TC87 making it impossible for meph to drop them. The fact that you found a valor from meph isn't a bug, he should be dropping valors, although very rarely.
