Sniper killer?

They know for a fact he's crazy because he left the tarot card of 'Death' at one scene that had "Dear Policemen, I am God." written on the back on the thing.

leaving the tarot death card doesn't automatically make him crazy. If he keeps his strategy up they'll never find him.
