If a tornado and a hurricane are both cyclones then a water tornado would be a hurricane.

I was stating that a cyclone formed over water is a hurricane. I've never heard of a "spout" but I don't doubt the phrase is used somewhere. I do know that tornados can go onto water, but usually are not that destructive.
