sorry only understood you need items 
Bow and Crossbow skills:
Cold Arrow:1 (need it for GA)
Magic Arrow:1(need it for MS and GA)
Guided Arrow:max
Multiple Shot:10
Passive and Magic skills:
Inner Sight:1
Slow Missiles:1
Decoy:1
Valkyrie:1
Critical Strike:15
Penetrate:15
Dodge:12
Avoid:20
Evade:12
Javelin and Spear skils:
nothing
at first you need Guided Arrow and Multiple Shot than take all skills one time
i would put the 14 skills on Critical Strike and Penetrate at least
this are 110 skill lvl99 and all quests for skills
