They use cruel matriarchal/ward/grand matron bows, not eagle.

I can beat almost every pubbie wf/ith maxed pierce zon I duel, but I beat less than half of these cruel mat zons. The fact is, if a zon knows how to duel, and uses those items, they WONT lose. However, most zons that use wf/ith/poison/pierce don't know how to duel (no offense) and so they rely on overpowered items, rather than skill. These rules are pretty well-made for balanced high-end dueling among highly skilled duelers.
