When you go into an "Open Battle.net game" can you join the same games as on regular battle.net games? pls tell me.

Nope.

Open Battle.net games are on a different server then Closed battle.net games, and most open players on battle.net are hacked...if you join a dueling game you will see what I mean....

On open bnet, your char is saved on your HDD, at the opposite of closed realm.
Everyone can then edit his char.
