Today in the U.S., hemp (meaning the roots, stalk, and stems of the cannabis plant) is legal to possess. No one can arrest you for wearing a hemp shirt, or using hemp paper. Marijuana (The flowers, buds, or leaves of the cannabis plant) is not legal to possess.

Hemp doesn't have psychoactive effects. Marijuana does. Any effects that stems have on you would just be from marijuana residue, and it definately wouldn't be enough to have any effect. It would be the same as sticking a piece of paper in a bag of marijuana for a week then smoking the paper.

I wouldn't either cause they taste nasty. But I'm just trying to prove a point. A common thing to do w/ ALOT of stems is make hash oil. Now, how could you do this if they don't contain THC? Hmm.
