How can I get these charsets to work?

Hi, for some reason I can't get this charset (attached) to work, whenever I use it for a character the backround isn't transparent. Could anyone explain what's wrong with it so I can fix it along with the others that I have that are the same?

When you import it, a preview box will appear (it shows you the actual charset picture and waits for you to accept it). At that point, click on the background color and it should flash slowly, which sets it as transparent.
