So my question is:
Why Max Holy Bolt? It Adds To The Holy Bolt Damage Of THe Foh But HolyBolt Only Effects Undead So Is It Worth It In Pvp?

And Does FCR Help In This Situation?

Don't max out Conviction, as it caps at -150% (level 25, you'd only want 13 points with the gear you just listed).

Don't max Holy Bolt, unless you plan on a lot of Team Dueling and want to be a Medic in addition to FoH...

Try to trade off your Enigma Wyrmhide for a Breastplate Enigma, so you can have Base STR, so more points for Vitality.

FCR will only increase your Teleport speed, but it can be vital to your build.

I am assuming you making at NL, so your boot can be better, use one of those dupe boot or some sort with dual states and resists.

He doesn't really need to. Waterwalks add same to Dex as Soul Spurs, he won't need the STR if he gets a BP Enigma, and the life bonus on Walks is NICE.

Also the +5% max resis to fire is also nice on the waterwalks :D

You could also try and get a mageplate enigma, looks sexier on a pally :D

And for the helm, you could also use a good griffon and you won't really need the extra mana from the frost burns so those can be switched for crafted gloves with resis or bloodfists or if you're planning on teleporting a lot, magefists so that you can reach the 75% fcr Breakpoint if you're not going to use griffon.

What's a BP nigma go for though? I'm perfectly content with the nigma that I have, and it's identical to his.

BP enigma on NL goes for 3x290 on East, actually, all light armor enigmas go for 3x290.
