computer problems

Ok well my brothers friend has left a computer in our garage over the entire summer until now. bascially i think he will never take it back. So i decide to use it. I notice it says pentium 4 and it has a cd rw drive, and a dvd rom drive. Im thinking sweet! cause i need a burner. Anyways i hook it up and the damn thing will not turn on. I open up the computer and look at it... it is real dusty and that is about it. The mother board light turns on and off but the computer wont turn on. Is this a power supply problem? is the whole computer fried from sitting in my garage from houston heat? what do yall think?

Check if the ram is loose.

Does it have a system speaker hooked into the motherboard and If so what kind of beeping is it makeing when you turn it on?

i c a cord with the label speaker on it inside of the comp but it isnt hooked up anywhere and is loose, i dont see anywhere to plug it in

Rip out everything in the case. Just try and boot it with MB, CPU, RAM, Video Card, and Power supply. See if it posts. If it doesn't then try swapping parts one by one with known good ones (possibly with your own computer). Once you have nailed down the part that doesn't work then you know what to pickup on your next trip to Frys.

i have 1.8 256 and a 20 gig hd, i have a really low p4 so chances are this comp has a faster processor, more ram, and more space because my brother's friend has a decent amount of money, it has a dvd rom for one drive and a cd rw for the other, both things i would really like

ok i dont know what i did but now when i try and turn it on, the smallest fan turns and the comp makes a clicking noise and the motherboard light flickers when it clicks but i have to hold the power button down

Double check the case to MB connectors. Make sure you have them in correctly.
