We don't have to involve programming into this, do we? The council members could have something to denote that they are indeed council members in their sig or you could make a forum which is moderated by the 5 council members when they discuss ratings and such. Once a member is being rated, the council can discuss it in a thread or make a poll and then vote.

This seems a lot easier to me than doing a crapload of programming and coding.

I think They were thinking of just letting the council use the "Advisor" rank thats allready there, and programing a rate button for them to see.

We could self sustain it, no programming required in my opinion.

I'm still not even sure why this is going through. I mean its a cool idea, but it needs to be made simple, and remain simple if it'll work.
