I have some ideas, but i haven't really worked with 2k3 before. So what i'll do is i'll download it, then i'll test out my theories to see if they work before giving them to you. If Wed-G Doesn't get to you first :P

Ok, For a town to catch on fire you have 2 options.
1). Make a sprite of a fire , and just place it everywhere.
or
2). Remake a lot of the sprites on fire. (this is a longer but nicer effect, i used the top one :P)

As for a CBS, i have no idea what that is, so i couldn't mess with that.

The battlecharacters, i didin't even attempt because i'm not used to that battle system.

Night-time affect is easily done in VX... In 2k3 however, its much harder. I couldn't find a decent way to do it. Wait for one of the 2k3 pros to come along n help you out.

Aaah, just the sprites? Thats simple, there a bunch online. Look them up. Or go to the official Rpg maker website, and sign up, and put your question there, or look for ones people already made for other people it works, (The only problem is they are very strict with bumps and whatnot on that website)

As far as the night scene goes, it's under the 'Tint Screen' command. Just adjust the Red and Green values lower, and make the blue a touch lower to give it that dark effect...

As for using your map sprites as battlers, I don't see why not... you just have to convert them into the format that the system will recognize is a Battler sheet!

A CBS is a Custom Battle System, not the channel that airs Sesame Street. (wait for laughs) Anyways, I have never attempted it, because I rather like that style, but it would involve switches and variables and custom tiles... much more than I care to do.

And for the town burning, as Wolfturn said, just throw a bunch of fire sprites everywhere. Not the best way, but effective none the less.

Here is some battle sprite sheets that you can use for templates. The first one would be your best bet. Just take your sprite and place it in the position of those sprites, and upload it to your game, and there ya go!

You open MSPaint. Copy your sprite from the sheet you have. Open the template in MSPaint. Paste the copied sprite over the one in the template. Save. Import into RPG Maker 2003. Don't forget to click the purple color to set it as the alpha channel.

You can't set colors as alpha colors in Rm2k3. You have to use a program like iDraw3 to set the top left color in the palette to transparent color.
