How to compile linux focused projects for win32?

I'm trying to obtain a win32 binary of fragroute so that I can still access zelaron when the yipes border router with level3 in denver goes down as it is apparently prone to do...

Anyway, according to the information page, it can be build for windows 2000, but I can't find any information about what toolset I need and if I need a linux-izer such as mingw or cygwin... I figured some of you are into that stuff and might be able to help me out.
