New Ginormous Avatar rules

At level 1, whenever your activity is 75% or higher, you will have the new user panel featuring the large round avatar. To get level 1, simply post "start" in this thread at 100% activity. At level 2, whenever your activity is 20% or higher, you will have the new user panel. To get level 2, post "start" in this thread at 100% activity, then maintain it for 28 days until you post "complete". At either level, falling below the required activity does not reset you; the new user panel will automatically activate depending on your activity.

I changed it so it's easier to have; this is retroactive, so previous application for level 2 counts as application for level 1.
