Wow, i've never even heard of that before. I've heard of literally almost every exhaust contraption that is out there, new muffler replacements, fartcans, fake turbo spoolers, glasspacks/cherrybombs, anything, but these? Rofl.
Shit, if you want to be loud and make annoying ass .. noises, just install a train horn with a nice cfm compressor.
