You're state doesn't trust black kids to drive . They are trying to delay it as long as possible w/o seeming racist.

Our government wants to bring in plans that mean everyone under the age of 18 has had to have had a provisional licence for a year before they can learn to drive.

Utterly stupid, but I couldn't care less! Won't affect me at all.

Isn't that somewhat backwards? You have to have a license for a year before you can learn how to drive?

Here you have to learn how to drive to get a license, unless you live in one of the 50 states.

It's not a full licence, but simply a provisional to allow us onto the roads. We've obviously got to pass our Theory and Practical Tests before getting a full licence.
