I think you are confused... last I heard Greenwich doesn't do DST; whatever the case maybe in Greenwich, GMT stays constant throughout the year. And it says 22:00, not 20:00. That's 3.75 hours from now. Besides that, a given time in GMT is the same time for everyone, though it may not be the same time of day in each's part of the world.
