To a degree. The only class you're going to trash with it is a Warrior, as Paladins will shield and heal more than you have mana.
Mana conservation and Purging a Paladin's buffs is the way to kill a Paladin with a Shaman. The less bright ones will keep re-buffing, burning their own mana. Without their buffs, they do considerably less damage, and they have nothing really to stop you from healing yourself aside from Hammer of Justice. Improved Lesser Healing Wave for the win!
Rogues are a bit trickier, as they can Vanish (I have to keep a Flame Shock on them), they can Sprint, plus Blind is a ranged ability they can use to Bandage or close the distance while I'm Frost Shock kiting.
Shamans are not impossible to beat. Frost Shock may need a slight tweak, but you're not going to catch up to us. We can stagger Frost Shock and Earthbind Totems to still kite successfully. Even then, we're beatable.
The only non-caster class that gets SPLATTERED by Shamans are Warriors, and they need some love right now.
