Easiest thing to do is open a character set that's pre-made to see its settings, then you can change yours to match. You have the colour set way to high, Rm2K3 doesn't like high colour dept. Sorry I cant remember exact numbers.
Try google.ca it is usually pretty helpful. Not to be mean, but you should try finding character sets on your own before jumping to a forum asking people to do your dirty work for you. We should be the last resort.
