I've completed the letters of map revision for flooding purposes of 6 states, and now I have nothing to do. The guy overseeing the project is not here, so he can't assign me more LOMR's, and my boss is on vacation in Greece, so I can't get alternate assignments.
I just asked a pseudo-boss what I should do, and he said to "look busy."

Leave work. If you need to than leave your number if anything comes up. IMHO its better to not be there than to get caught goofing off or sleeping on the job. Most people dont really give a shit whether you are there or not. But if they see you not doing crap then they get pissed, or worse yet they try to push their crap work on you. Leave the office.

We (3 guys) were waiting for empty glass bottles to come in
Normally 1 person can take both of the machines when they are in use, but we were just waiting for someone to use 1 machine and collect 5-15 bottles and then sit back and wait for ~10 minutes till someone puts some bottles in one of the machines again.

Are you are trying to say that he will not get paid for time that he is not at work?
If this is indeed what you are trying to infer than it all depends. If his pseudo-boss is cool and wouldnt mind (or more likely really doesnt care) if he took off for the day because he has nothing to do than its all good. Your boss should know better than anyone that coworkers get pissed when they are working and others who are getting paid arent. Better for him if you were not there. However if his boss is the type to make him stay even though he doesnt have anything to do than he needs to accept the consequences of his instruction. I wouldnt worry too much about getting caught playing games or browsing the Internet.

A lot of people get paid for doing nothing. In fact when you start making a lot of money you generally get paid for what you know and not what you do. If the shit hits the fan you need to know your shit or your ass is gone. But when its slow and nothings going on its generally known that you arent doing much.
I work in a rather large supermarket. When you get the 7:00 am shift you have to clean 4 bathrooms, the breakroom, manager's office, etc. I didn't really feel like doing much so I found a room way way in the back that takes like 5 minutes to get to and locked the door and fell asleep. Greatest day at work ever.
