A couple of new features

Except for the "Guests can view all forums" ability, several things have been modified to improve the forum.

- The maximum posts per page has been increased from 15 to 20, since there are a lot of long threads that will wrap over to a new page too easily.

- The maximum amount of characters per post has been increased from 25K to 40K, if anyone would happen to like ranting.

- The number of posts and views required for a post to be qualified as a hot posts have been increased greatly. Instead of 15 replies and 150 views, it will take 50 replies or 250 views, which makes it easier to find out which threads are the most popular ones.

- There is no longer any need for clicking on the "Update Stats" link on certain themes in order to update your RPG hack stats.
