cant seem to join games

whenever i try to join games through the actual CS.exe it wont show a list. i press refresh wait about 5 min and no games show. so then i tried to join over steam lists. i found good lists. however when i go to join, it says i need to register, even though i already registered? any suggestions?

Is CS updated to 1.6?
