Lightbulb Using a 2nd Harddrive...

Is it possible to have a Windows Account use a separate hard drive? I was wondering because my other computer's motherboard's video output isn't working. I have a video card, but its AGP and the only one mine has is PCI.

So, I was wondering if it was possible to setup a separate account on the current (family) computer, but so only that account has access the slave harddrive.
