Well, it may hurt current dealers (aka individuals), but you can bet your ass the government and corporations will tax/raise prices until the legal price nears the current illegal price. They already have a wealth of data on what people are willing to pay; free market capitalism will only drive prices down so much (especially since the government will probably intervene).
