Okay... Even the government wouldn't give missiles to Comic book freaks, Star Wars Fanatics, etc. They'd have to get it off the black market, and even then, it would have to be big enough to be launched from the earth and not blow up, yet be small enough to not be detected by all of the governments of the world that have space programs. How does that work
