Oh, Square-Enix will find a way...and if they don't, then we can count on Rockstar setting the next GTA in a full country (maybe England...), or a continent (GTA: Europe anybody?). Someone will do it...they'll be able to do so much that they'll kick themselves if they don't fill it.
