Simply being shit on by another ethnic group of people is no reason for the victim ethnic group to be given a month in honor of their history. The only remaining ethnicity of people on this planet that truly deserves a month of remembrance towards their culture are the Native Americans, and that's simply because they don't have a culture to go back to.
