I take this fact from a line I remember him speaking when he arrives at the Lifa(I could never tell how it was spelled except for the last three letters) Tree. I believe it was like "Silver Dragon, let us watch the scene unfold from the trunk." Bah! I can't remember all of it, just that first part.

Seymour was put in hastilly Raziel. He was suplied so that FFX had a villain. You couldn't call Sin a very important villain, because he couldn't pop-up everywhere. You were supposed to really fight him at the end of the game and Square wanted someone in the game to take the role as "important villain." He would've been way cooler if Square wasn't just looking for a supliment villain.
