Water IS blue due to the reflection of the blue sky (not the other way around.)

It goes "down" relative to when the sun is at noon.. it's based on angles (I forget the exact angles, though.) It's actually more a blue with a slight greenish tint to it.

-GREEN is much more bluethan green.
RED is refracted at such a high angleyou can't see it.
