Follow up: The chatbox seems to be mostly working for me now, though it occasionally gets stuck in the loading state pictured in my previous post. Mostly working is probably acceptable.

As far as I know, you only need to purchase Shadowlands. There are some collector's bundles that come with perks, but they aren't necessary.

I don't believe their roles have changed in any significant capacity. AFAIK WW handles the hosting and generally serves or served as the one to maintain the forums, while Chruser holds the domain...

It does appear that you sent the last message before it perished, so perhaps! Probably a good thing, the Chatbox is likely the majority of the reason the forums themselves went inactive.
