ok this has nothing to do w/rpg maker but..
 
ok does anyone know what kind of program i need in order to make a character? like a fighting game i want to make a few characters like that but i do not know what programs i need help?

I assume we are talking about 2D sprites and not 3D models.

MS Paint - Learn the secrets of paint, you'll like it once you know them.
Photoshop - Always a top-notch choice.
GraphicsGale - When you only have $30-or-so dollars to spare | Also, a pretty good program | There is a free edition
Gimp - Haven't used it much myself, but I heard it's pretty good and free.

Idraw3.

Windows XP and Vista don't like it so much (random copy and paste errors that aren't fatal) but it's free and about the best program I've used without getting TOO much for such little images.

Ok this has something to do with rpg maker XP. and its very vital to me does anyone know where i can school rumble characters? like the sprites? the ones i want specificaly are
