I believe they get banned after Bungie/Microsoft recieves enough legitimate negative feedback about a person that they decide to take action.

I don't know, I actually don't have Live yet (sadly). My thoughts are based on what I have read on Bungie.net

actually i think it is happening a lot more... plus me and glory gamer have been playing a lot more skirmish so we see it even more there since it's objective based games. But yes, it has been happening much more frequently. Glory claims he has seen it in slayer a couple times the last few days as well

yeah i dont see how it can be much fun running around killing people who aren't moving
that's not fun...maybe giving them the reach-around would be, but not killing them

the other day i had it used on me in team slayer ... and it was used when u was about to kill the other team and when u return u would be beaten down :( we only lost by 3

well yeah glory gamer... thatd be the obvious use of standby haha... do u expect them to use it and only run away? or use it when ur not near them? haha
