My IP is routing to wrong server

Seems like spyware to me, but every now and then when i try to go on I-Explorer, i get a 404 page.. and i know the site is up, i constanly have to dissconnect and reconnect... Seems to me that my ISP is routing my IP Address to wrong server... Could this be true, and if so how can i fix this?
BTW i do not have any P2P programs, and i just rencenly Formated my computer... But i do have a small home network and that computer has a P2P program.. Could the spyware on there, be afecting my computer?

What OS?
Check your Hosts file, it may have the page blocked / routing to 0.0.0.0
Worth a shot.
Does it do that to ALL webpages? Try deleting all the entries in your hosts file.
C:\Windows\

There is a Worm-like virus that attack Backbone, Router and all that stuff maybe your problem is related to that.
