Ok, here is some general info about the new 'honor system', this should answer most of your questions on what honor is and how it works.
Basically, you have a hidden Experience score, which determines when you gain or lose levels.
+++ The biggest bonus to Experience is wins.
+ The leader during a win gets a slightly larger bonus.

Finally, there's the Level vs. Experience curve is roughly exponential, so you'll gain levels fast at first, and then you'll start to gain them slower and slower. Also, since you start at level 10, you'll lose your inital levels *very* fast through ROE and ROE kicks.
(You should lose 1-2 levels for every ROE kick, if you start at level 10)
It takes twice as long to gain a level between 20 and 30 as it does to gain a level between 10 and 20. This would explain why people think they are getting "stuck" at level 20, since it takes twice as long to get to level 21 as it did to get to level 20.
However, nobody should be getting "stuck" at level 15. It should take roughly 1-3 hours (assuming you're winning a reasonable percent of the time, and not getting ROE) to gain a level between 10 and 20. However, your gains are only uploaded when you log off, or every 20 rounds or so.
***You can never lose Honor points across a session for being the leader of a losing team. They just deduct a small amount from your normal leadership bonus.
***In other words, let's pretend the bonus for being leader and winning is +2, and the penalty for being leader and losing is -1.
***If you win 10 games as leader, and lose 10 games as leader during one session, when your new Honor is uploaded at the end, you'll get (+20-10)= 10 LeaderBonus points.
***However if you win 5 and lose 15. Instead of actually losing 5 points, you simply won't get any LeaderBonus points.
(The same goes for kills/deaths BTW, you can never lose points across a session for a lot of deaths)
When you log off (or every 20 rounds or so), your total Honor earned is calculated.
During this calculation, your DeathPenalty is deducted from your KillBonus before the KillBonus is added to your total. But the KillBonus can never go below zero.
In other words, you earn +5 points for kills, but you get -20 points for deaths. When this is calculated when you log off, the KillBonus is 0.
If you earn +20 for kills, and -5 for deaths, then the KillBonus is +15.
You can only earn Honor on official servers. This means that even if you did packetsniff your (unofficial) server, you would never be able to see the right packets.
Honor does not affect who gets randomly assigned to the leadership roles if everybody is trying to avoid it.
You don't get the bonus for winning a round if there are 3 or fewer players in the game.
