If I really cared, I could check in the admin control panel, but it's missing to signify that I don't care.

It's an option controlled by the public group "No Postcount (Voluntary)," which anyone can freely join or leave here, and also used by the admin-set group "No Postcount (Forced)" which is used on postcount padders.
