i don't really get what the fuss is about net neutrality

don't isp's already regulate, throttle, misdirect, inject and modify every single thing that comes through their 'tubes' already?

Its only been a law for what.. a year and a half? Also, there were some questionable companies/organizations that supported the repeal of NN that made me suspicious of the whole thing.
