set in southeast asia, white kid, video-game is a psp, early 1990's from the print i think, villain has a golden half-face mask and is insinuated a cyborg, hero a katana wielding asian guy (duh), has a memorable scene where a petty thug who spends life the whole movie climbing this insane steps of a temple(not sure could be a palace) is kicked down as he reaches the top by the hero at the end
