From shit to sham, can it be done?

More information, there was a video we took a long time ago and is posted on google.video (terrible quality). What I was wondering is if you can download the video, and render it (right?) into a much better higher quality?

Was the video created with higher quality, but to decrease uploading time you set it to a lower quality? Or did you create it with low quality all together? That's pretty much what he's asking, silly.

i usually get it in higher quality when i convert it for my mp player /// its hd video player

Huh? I've done that before, with the WoW commercials with Mr. T, and Vern Troyer. I never changed the quality because they seemed fairly decent to start, and I have dial-up.
