Only thing I don't get is if the bottom layer is supposed to block rain, how does it not block air?
Isn't Oxygen a smaller molicule than Water. The bottom layer is like a fiter if thats true.

I gotta agree with Penny.
Air would probably get trapped when you put it on, or it leaks through the seams or cuffs.

It doesn't does it? Isn't it supposed to run off? It's got nowhere to go but down, so I'm assuming it just runs off.
