That's tentative. Expect to change quite often.

Now...for this beta. Would i have to download it or would i be able to get it on a disk. Because no way in hell my 56k would be able to download wow in under a week.

Well, since it's an mmorpg, and you have a 56k, you'd be having trouble playing the game as well.

MMORPG's are easily playable on 56k. You might get some lag, but MMORPG's aren't fast paced enough to where the lag is gonna kill you non-stop. Only games I can't bare to play on it are FPS games.

When will the beta be? Anyone know? And how would you sign up for it?

The beta will be sometime between now and christmas. To sign up for it, they will post on worldofwarcraft.com that they are accepting beta applications. You fill in the application, and wait. If they accept you, you will get an email in the following weeks(sometimes quite a bit longer) accepting you, and giving you the next steps.
This is the same with basically every other beta test. I should know, since I've applied to at least every good one once.

They said they are going to do it in stages. First stage will have the least amount of people, and they will work their way up. I'm hoping, although I highly doubt it will happen, that they will have an open beta.

I don't highly doubt it. It's very common for them to have open betas near the end of the testing period. I'm about 65% sure they'll have one.
