Need MP3 codec

Anyone know where I can get an MP3 codec that encodes at 56kbps,22khz? Something screwed up the one that came with Windows so I can only encode at 44khz, and I don't care to re-install everything over one stupid codec.

From my understanding you can download it from Windows site. They have downloads to replace anything that you've deleted.
